apache2.4遇到/index.php/xxx/ssss这类目录包access denied

apache2.4遇到/index.php/xxx/ssss这类目录包access denied

比如
/index.php/apps/files

测试了thinkphp 还有owncloud 等这种目录结构的程序都是这么报错啊
是不是apache的配置文件有问题？
